Background: Insurance Coverage

Before the Affordable Care Act, around 16% of Americans went without health insurance. The Affordable Care Act prohibited discrimination by insurance companies based on pre-existing conditions. It also expanded Medicaid, and established healthcare "exchanges", which helped individuals purchase plans on the market (along with an "individual mandate" to encourage them to do so).
